The Lantern Festival, 元宵节 (read: yuan xiao jie) is also called the Shang Yuan Festival. It is a traditional festival celebrated on the fifteenth day of the first month in the lunar year in the Chinese calendar. According to wikipedia.org, lanterns were fairly simple that only the emperor and noblemen had large ornate ones, but in modern days, lanterns have been embellished with many complex designs.
